4. with six years service in the grade rendered after appointment thereto on regular basis in the scale of pay of Rs. 5200-20,200/- + Grade Pay of Rs. 2800/- (pre-revised pay scale of Rs. 4500-7000/-) or equivalent in the parent cadre or department or
5. with eight years service in the grade rendered after appointment thereto on regular basis in the scale of pay of Rs. 5200-20,200/- + Grade Pay of Rs. 2400/- (prerevised pay scale of Rs. 4000-6000/-) or equivalent in the parent cadre or department and
